As the central ecological and environmental protection inspections advance in depth, the deterrence and warning effects of inspections are becoming increasingly apparent. In order to prevent some places from adopting perfunctory measures such as suspending work and business for fear of being held accountable during the inspection period, which will affect the normal production and life of the people and damage the image of the party and the government, we now resolutely prohibit "one size fits all" in ecological and environmental protection and do a good job The relevant matters concerning the supervision and reform work of the Central Ecological and Environmental Protection Inspectorate are as follows.
1. Improve political stance and strengthen responsibility
The Central Ecological Environmental Protection Supervision is both responsible for the construction of ecological civilization and The "work physical examination" of ecological and environmental protection is also a "political physical examination" for the implementation of the spirit of important instructions and the decisions and arrangements of the Party Central Committee. All localities and units must effectively improve their political stance, strengthen their responsibilities, and fully cooperate to support the inspection work. 2. Accurately grasp the standards and implement classified rectification

(1) Project construction. (2) Life service industry. For domestic service industries such as catering, washing, and repairing that have legal procedures, centralized suspension of operations shall not be required; if there are indeed outstanding environmental pollution problems, they should be rectified on a "one family, one policy" basis. For those that do not have legal procedures, have serious environmental pollution and have strong public reactions, they should be investigated and dealt with in accordance with the relevant provisions of environmental protection and market supervision in accordance with laws and regulations. Problems reported by people's environmental petitions will be dealt with in accordance with the law after verification, and one case will be dealt with; if relevant industries need to be rectified, a rectification plan should be formulated, policy support should be strengthened, and the work should be advanced in an orderly manner. Measures such as large-scale shutdowns and business closures should not be simply adopted. .
(3) Breeding industry. Environmental improvement in the livestock, poultry and aquaculture industries requires both intensifying efforts and grasping the pace of work. We must pay attention to supporting policies to reduce negative impacts. For those that have legal procedures and meet environmental protection requirements, no closure and rectification measures shall be taken; for those that are classified as prohibited areas but are not cleared and exited in time, work plans must be formulated, policy coherence should be strengthened, and progress should be made in a timely manner to avoid short-term surprise closures. During the clean-up and exit process, the economic losses of farmers should be reduced as much as possible; for small breeding enterprises or farmers that do not have any procedures and have serious environmental pollution, detailed work must be done to ensure orderly rectification within a reasonable time limit.
(4) Characteristic industries. For local characteristic industries with traditional advantages and relatively concentrated distribution, they must be properly handled and classified policies must be implemented during the process of supervision and reform. For those that meet environmental protection requirements, centralized production suspension and rectification measures must not be taken; for those with serious environmental pollution and outstanding public complaints, we should take advantage of the situation and use inspection and rectification as an opportunity to promote industrial optimization and upgrading, accelerate park-based and intensive development, Efforts should be made to improve the level of the industry. Specific problems reported by the masses must be dealt with one by one, and the scope of production suspension and rectification should not be simply expanded.
 
 (5) Industrial park. For industrial parks and their legal enterprises, we must not simply require suspension of work and production; for industrial parks and their enterprises that cannot meet environmental protection requirements, we must implement "one park, one policy" and "one factory, one policy", and take rectifications based on specific environmental issues. Measures must not be taken to stop production for rectification. Normal production shutdown and maintenance work of an enterprise shall be arranged by the enterprise itself, and the enterprise shall not be required to suspend production and maintenance intensively during the inspection period.
(6) Quarrying and sand mining. For quarrying and sand mining enterprises that have legal procedures and meet environmental protection requirements, centralized production suspension and rectification measures shall not be taken; for enterprises that have legal procedures but do not meet environmental protection requirements, targeted rectification measures shall be taken based on specific environmental issues; for If there are no legal procedures and cannot meet the environmental protection requirements, they should be rectified in accordance with the law. If they need to stop production and close down, they should resolutely stop production and close down; for those located in nature reserves, drinking water sources, or other areas where quarrying and sand mining are prohibited, they should be stopped according to relevant regulations. According to laws and regulations, a rectification plan should be formulated and the company should be cleared and exited within a time limit.
(7) Urban management. During the period when the inspectors were stationed, the people expressed many complaints about rough urban environmental management issues, which often became the focus of environmental petitions, mainly involving illegal construction, road-occupying operations, roadside barbecues, noise pollution, odor nuisance to residents, mixed industry and city, and other issues. 3. Strict work discipline and pay attention to public opinion guidance
