As the central ecological and environmental protection inspections advance in depth, the deterrence and warning effects of inspections are becoming increasingly apparent. In order to prevent some places from adopting perfunctory measures such as suspending work and business for fear of being held accountable during the inspection period, which will affect the normal production and life of the people and damage the image of the party and the government, we now resolutely prohibit "one size fits all" in ecological and environmental protection and do a good job The relevant matters concerning the supervision and reform work of the Central Ecological and Environmental Protection Inspectorate are as follows.

1. Improve political stance and strengthen responsibility

The Central Ecological Environmental Protection Supervision is both responsible for the construction of ecological civilization and The "work physical examination" of ecological and environmental protection is also a "political physical examination" for the implementation of the spirit of important instructions and the decisions and arrangements of the Party Central Committee. All localities and units must effectively improve their political stance, strengthen their responsibilities, and fully cooperate to support the inspection work. In accordance with the requirements for inspection and rectification, we must implement and reform immediately, supervise and reform at the same time, focus on solving the ecological and environmental complaints of the people, and promote the investigation, rectification, and accountability of outstanding ecological and environmental problems. In the rectification work, we must formulate feasible plans, adhere to laws and regulations, strengthen policy support, pay attention to overall planning and advancement, strictly prohibit perfunctory responses such as "shutting down all the time" and "stop first and then talk about it", and resolutely avoid simple and crude behaviors such as centralized suspension of business and production. .

2. Accurately grasp the standards and implement classified rectification

Do a good job inThe central environmental protection inspectors should make changes while supervising, and they should pay attention to accurately grasping the standards and implement classified rectifications. For key industries or fields such as engineering construction, life services, breeding, specialty industries, industrial parks, quarrying and sand mining, and urban management, especially those involving people's livelihood, we must treat them differently and implement classified policies based on actual conditions, and effectively promote outstanding Rectification and implementation of ecological and environmental issues.

(1) Project construction. For various construction, road, municipal and other engineering projects that have obtained construction permits in accordance with laws and regulations, centralized shutdown measures shall not be taken; for those that do not meet environmental protection requirements, rectification must be carried out based on specific environmental problems. If it is really necessary to stop work for rectification, it must be carried out in accordance with the law. implementation. Normal shutdown repairs of engineering construction projects should be arranged by the construction enterprise itself, and centralized repairs are not allowed during the inspection period. Illegal engineering construction projects, as well as engineering construction projects with prominent environmental protection problems and strong public complaints, should be investigated and dealt with in accordance with laws and regulations and rectified in place.

(2) Life service industry. For domestic service industries such as catering, washing, and repairing that have legal procedures, centralized suspension of operations shall not be required; if there are indeed outstanding environmental pollution problems, they should be rectified on a "one family, one policy" basis. For those that do not have legal procedures, have serious environmental pollution and have strong public reactions, they should be investigated and dealt with in accordance with the relevant provisions of environmental protection and market supervision in accordance with laws and regulations. Problems reported by people's environmental petitions will be dealt with in accordance with the law after verification, and one case will be dealt with; if relevant industries need to be rectified, a rectification plan should be formulated, policy support should be strengthened, and the work should be advanced in an orderly manner. Measures such as large-scale shutdowns and business closures should not be simply adopted. .

(3) Breeding industry. Environmental improvement in the livestock, poultry and aquaculture industries requires both intensifying efforts and grasping the pace of work. We must pay attention to supporting policies to reduce negative impacts. For those that have legal procedures and meet environmental protection requirements, no closure and rectification measures shall be taken; for those that are classified as prohibited areas but are not cleared and exited in time, work plans must be formulated, policy coherence should be strengthened, and progress should be made in a timely manner to avoid short-term surprise closures. During the clean-up and exit process, the economic losses of farmers should be reduced as much as possible; for small breeding enterprises or farmers that do not have any procedures and have serious environmental pollution, detailed work must be done to ensure orderly rectification within a reasonable time limit.

(4) Characteristic industries. For local characteristic industries with traditional advantages and relatively concentrated distribution, they must be properly handled and classified policies must be implemented during the process of supervision and reform. For those that meet environmental protection requirements, centralized production suspension and rectification measures must not be taken; for those with serious environmental pollution and outstanding public complaints, we should take advantage of the situation and use inspection and rectification as an opportunity to promote industrial optimization and upgrading, accelerate park-based and intensive development, Efforts should be made to improve the level of the industry. Specific problems reported by the masses must be dealt with one by one, and the scope of production suspension and rectification should not be simply expanded.
 

　(5) Industrial park. For industrial parks and their legal enterprises, we must not simply require suspension of work and production; for industrial parks and their enterprises that cannot meet environmental protection requirements, we must implement "one park, one policy" and "one factory, one policy", and take rectifications based on specific environmental issues. Measures must not be taken to stop production for rectification. Normal production shutdown and maintenance work of an enterprise shall be arranged by the enterprise itself, and the enterprise shall not be required to suspend production and maintenance intensively during the inspection period.

(6) Quarrying and sand mining. For quarrying and sand mining enterprises that have legal procedures and meet environmental protection requirements, centralized production suspension and rectification measures shall not be taken; for enterprises that have legal procedures but do not meet environmental protection requirements, targeted rectification measures shall be taken based on specific environmental issues; for If there are no legal procedures and cannot meet the environmental protection requirements, they should be rectified in accordance with the law. If they need to stop production and close down, they should resolutely stop production and close down; for those located in nature reserves, drinking water sources, or other areas where quarrying and sand mining are prohibited, they should be stopped according to relevant regulations. According to laws and regulations, a rectification plan should be formulated and the company should be cleared and exited within a time limit.

(7) Urban management. During the period when the inspectors were stationed, the people expressed many complaints about rough urban environmental management issues, which often became the focus of environmental petitions, mainly involving illegal construction, road-occupying operations, roadside barbecues, noise pollution, odor nuisance to residents, mixed industry and city, and other issues. Solving such problems depends on improving the level of refinement of urban management and on the daily work of urban management. Regarding such complaints and complaints during the period when the inspectors are stationed, they should be handled one by one. At the same time, they should be carefully studied and comprehensively implemented to continuously improve the level of urban modernization management.

In addition, for various "small workshops" and "scattered pollution" enterprises that have neither relevant procedures nor pollution control facilities, all localities must take advantage of the opportunity to promote comprehensive rectification and accelerate the elimination of backward production capacity, promote industrial transformation and upgrading, promote supply-side structural reform, and effectively solve the problem of "bad money driving out good money". All localities must take into account actual conditions and carefully analyze the number, characteristics, distribution, etc. of "small workshops" and "scattered and polluting" enterprises. They must not only vigorously rectify, but also pay attention to guidance, and try to avoid negative social impacts as much as possible during the rectification work.

3. Strict work discipline and pay attention to public opinion guidance

Supervisory rectification of "one size fits all" behavior is a typical environmental protection disorder As an important manifestation of formalism and bureaucracy in the field of ecological environment, must be resolutely opposed and strictly prohibited.

(1) Strictly observe work discipline. Strictly implement the inspection arrangements and requirements, proactively accept and fully cooperate with them. We will never allow temporary shutdowns such as "sending notices and saying hello" to deal with ecological and environmental protection inspections. We will never allow the use of ecological and environmental protection inspections to affect the normal production of enterprises and the public. normal life.

(2) Layer-by-layer coding is prohibited. The Central Ecological and Environmental Protection Inspectorate supervises and makes corrections at the same time. The tasks are heavy, the time is tight, and the pressure is high. All localities must leave sufficient time for grassroots rectification work, and must not compress the rectification time limit without authorization. The goals of the rectification stages should be clearly defined based on specific problems; they must be directly responsible for investigation and punishment. Units and personnel doing rectification work should leave enough time and should not increase the work at each level to avoid speeding up the work step by step.

(3) Strengthen policy coordination. Ecological and environmental protection involves a wide range of areas and has complex contradictions. In the process of promoting inspection and rectification, it is necessary to vigorously promote and strictly enforce the law; it is also necessary to provide classified guidance according to local conditions. It is necessary to strengthen policy matching, strengthen work coordination, and combine situation-specific and comprehensive policies to ensure the effectiveness of inspection and rectification, but also to avoid affecting the production and life of the people.

(4) Pay attention to the guidance of public opinion. It is necessary to strengthen the disclosure of government information, do a good job in publicity and reporting on the situation of supervision and reform at the same time, and respond to social concerns in a timely manner. It is necessary to strengthen the monitoring of public opinion. For those who deliberately or even falsely hype the "one-size-fits-all" issue of environmental protection for self-interest, the mainstream media must take the initiative to speak out and guide public opinion; for those who maliciously spread rumors and slander the image of the party and the government, they must investigate and deal with them in accordance with the law and publicly expose them.

(5) Strengthen investigation and accountability. The Central Ecological and Environmental Protection Inspection Team has made it clear that "one size fits all" environmental protection, a typical problem of formalism and bureaucracy in the field of ecological environment, will be included in the scope of inspection. If the problem is serious and has a negative impact, inspection accountability will be strictly implemented. All localities must conscientiously implement relevant requirements, intensify the investigation and handling of "one-size-fits-all" issues in environmental protection, investigate and deal with cases where they are discovered, hold strictly accountable, and never tolerate.
